Since its opening, The Phoenix Residence, Inc. has enjoyed a reputation as a provider of high quality services. Facilities are staffed continuously, providing assistance to the residents, as well as providing necessary medical and nursing care; programmatic services; and dietary, laundry maintenance, housekeeping and financial services. Programs are designed to encourage the greatest degree of independence possible, while fostering the respect and dignity deserved by each person. Residents are assisted and trained to become as proficient as feasible, given their physical and mental disabilities, in all activities of daily living. The services enhance the ability of each resident to be aware of and to understand and become involved with the community. Employees work diligently on community acceptance of person with disabilities. Regular community activities of daily living include movies, shopping, sporting events and other recreational and educational events of interest to the individuals.

Beginning in June 1987, and continuing through present, The Phoenix Residence, Inc. continues to expand its services. Phoenix currently provides services in seventeen residences, in Ramsey, Dakota, and Washington Counties.
